The Blue Envelope Program is a voluntary communication and awareness program designed to help individuals with disabilities or communication differences feel more comfortable and supported when interacting with first responders. Individuals can use a recognizable blue envelope to keep important information in one convenient place. This may include identification, vehicle documents, emergency contacts, medical information, and notes about communication preferences or support needs.
A Blue Envelope decal can also be placed on a vehicle to help first responders recognize that an individual may need additional time, patience, or support during a traffic stop or emergency situation. The program does not provide special treatment or change standard law enforcement procedures. Instead, it encourages understanding, awareness, and clear communication — helping everyone better understand each other’s needs for safer, more respectful interactions.

Obtain a Blue Envelope
Get a free Blue Envelope, vehicle decal, and educational materials from a participating law enforcement agency or through OneWell Health Care.
Fill It With Key Documents
Place your driver's license, vehicle registration, insurance, emergency contacts, medical information, and communication notes inside the envelope.
Keep It Accessible
Store the envelope in your vehicle and display the decal on your window. First responders will recognize it and offer additional patience and understanding.

The program is active in San Diego County, CA through the San Diego County Sheriff’s Blue Envelope Program; and in South Carolina through the Mount Pleasant and Lexington Police Departments. Pennsylvania is coming soon.
How to participate in the Blue Envelope Program.
Participation is free, voluntary, and does not require registration. Whether you are an individual, a family member, a caregiver, or a service provider, there are meaningful ways to get involved.
Receive a free Blue Envelope, vehicle decal, and educational materials from a participating law enforcement agency or through OneWell Health Care.
Fill the envelope with suggested documents: ID, vehicle registration, insurance, emergency contacts, medical information, communication preferences, and behavioral support notes.
Place the Blue Envelope decal on your vehicle window so first responders can quickly recognize it and prepare to offer additional understanding.
Share information about the program, encourage local agencies to participate, and support disability awareness within your community.
Service providers can incorporate the program into community-safety training, help individuals complete their information cards, and use role-playing and safety education to prepare individuals for interactions with first responders.
