Behavioral Support Services (BSS)

Behavioral Support Services (BSS) provide individualized, evidence-based behavioral support to individuals with intellectual disabilities, autism, and related developmental needs. Services are delivered in accordance with Pennsylvania ODP regulations and aligned with JCAHO behavioral health standards to ensure quality, safety, accountability, and measurable outcomes.

BSS is a titrating service, meaning supports are gradually adjusted as skills increase and independence improves.

Our Service Process

A clear, clinical, and supportive process designed to build independence, stability, and empowerment for the individuals we serve.

1. Referral & Intake

The process begins with a referral from a Supports Coordinator (SC), family member, provider, or interdisciplinary team member. During intake, we:

  • Review referral concerns
  • Confirm eligibility and service need
  • Provide an overview of the BSS process
  • Begin gathering background documentation

Our goal is to ensure BSS is clinically appropriate and aligned with the individual’s Person-Centered Plan (PCP).

2. Funding & Service Authorization

Once BSS is determined to be appropriate, we coordinate directly with the Supports Coordinator (SC) to:

  • Confirm waiver eligibility and funding source
  • Align requested service hours with the Individual Support Plan (ISP)
  • Ensure services fall within approved ODP funding parameters
  • Obtain necessary authorizations

This coordination ensures services are financially aligned and compliant with waiver regulations.

3. Clinical Meet & Goal Review

A meeting is scheduled with the individual, caregivers, and team members to collaborate and ensure transparency. Together we:

  • Identify priority concerns
  • Review current supports
  • Clarify desired outcomes
  • Establish measurable goals

4. Comprehensive Functional Assessment

A thorough assessment is conducted in alignment with ODP requirements and JCAHO standards. We determine:

  • The function(s) of behavior
  • Contributing environmental factors
  • Skill deficits impacting regulation or communication
  • Strengths that can be leveraged

Methods include direct observation, structured interviews, data review, and Functional Behavior Assessments (FBA).

5. Behavior Support Plan Development

The Behavior Support Plan (BSP) is developed by a Master’s-level clinician or Licensed Behavior Specialist (LBS). Plans emphasize positive support and respect, and include:

  • Clearly defined target behaviors & hypotheses
  • Preventative strategies & replacement skills
  • Environmental modifications & data procedures
  • Crisis prevention & fading guidelines

6. Implementation & Skill Transfer

BSS is designed to build independence — not long-term dependency. Services provide a toolbox of regulation strategies by:

  • Training caregivers, DSPs, and team members
  • Modeling strategies in natural environments
  • Coaching implementation with fidelity
  • Teaching practical, functional coping tools

7. Ongoing Monitoring & Data Review

We support ODP monitoring requirements and ethical care delivery through continuous tracking. Progress is monitored via:

  • Objective data collection
  • Routine plan review
  • Team feedback
  • Outcome measurement

8. Fading, Transition & Discharge Planning

The long-term goal of BSS is stability and empowerment. When goals are met and skills are generalized:

  • Service hours are reduced systematically
  • The team demonstrates independent implementation
  • A transition summary is developed
  • Recommendations for ongoing natural supports are provided
